There's an anecdote about a severe rain storm and flood that may provide some insight to a solution to the drought crisis that's been affecting the American west and other areas around the world. The story goes like this:

A warning goes out to all residents in a rural community that floods are threatening to engulf the entire valley. Civil authorities make phone calls to all homes. One resident tells the caller, "I'm okay, I'm trusting that God will take care of me," and he hangs the phone up.

The next day as the water starts to cover the land, the Sheriff's Department sends deputies out in big SUVs to help evacuate the remaining residents. A deputy pulls up to the house and calls to the resident with a bullhorn. The resident opens his front door and shouts to the deputy, "I'm okay, I'm trusting that God will take care of me," and he closes the door.

The next day the flood waters are five feet deep and the Sheriff's deputies try again, this time using small boats with outboard motors. The resident calls down from a 2nd story window, "I'm okay, I'm trusting that God will take care of me," and he closes the window.

The next day the flood water reaches the roof tops and the resident is sitting on the roof leaning against a chimney. A Sheriff's helicopter flies by and calls down to the resident that they will lower a rope ladder. The resident shouts back up, "I'm okay, I'm trusting that God will take care of me," and he waves the helicopter away.

By the next day the flood has covered everything and the resident drowns. He goes up to heaven and after checking in he gets to meet God. He says to God, "Hey I trusted you to save me with a miracle, what happened?" God shrugs his shoulder and says, "I sent an SUV to get you, I sent a boat to get you, then I sent a helicopter to get you. What else were you expecting, that was the miracle."

Okay, so let's say that the oceans are rising because of climate change (it's irrelevant if the change is from natural or man-made causes). Instead of waiting for God to wave his hand over the Earth, maybe God's miracle is salt water desalination plants. Perhaps the rising seas are God's way of motivating humans to stop procrastinating and start building the desalinization plants so that water shortage is never again a serious problem.

Saltwater desalinization plants turned Israel from a drought stricken nation to a surplus water nation. There's no reason not to have desalinization plants all along the our coasts. If you don't believe in God, think of it as a gift from a kindly elderly uncle.
